Who makes the first move in making friends? Us or the locals?
The International students say the locals, as they are the mentors. Most universities have some sort of mentoring program for their students to assist new International students.
The mentors are current and local students who have volunteered their time to assist the new students settle in.
The local students want to help new students with their English and they don't bite. We find that many of the International students stick their own cliques because they are afraid that their English is not good enough for the local students. But according to the Couch they need not be afraid to step outside of their comfort zones.
International students fear that the locals may be racist but that's simply not true. Although there are few that are like that. Most aren't provided you can communicate in English and well.
International students: you just need to make the first move and that is by joining your university's buddy program back home in your country and asking lots of questions. Remember: no question is too stupid. The locals are keen to help you adjust in a new country.
