In Australia they have to be registered with the office of the Migration Agent Registration Authority (MARA). Agents register once every year.
They must be able to pass police checks, communicate effectively and in a timely manner and keep up to date with migration law. They must also complete a migration course which is a specialist course. They must also be ethical and fit for purpose.

If you are unhappy you can complain. The office of MARA has a database full of disqualified agents, so do check this out before deciding on someone.
