Obviously there is a reason as to why you want to change. Is it because you don't like your lecturer? Or is it because you don't like particular subjects? Or is it because you keep failing everything even though you have tried your best? Or is it that your interests have changed?
Or is because you don't like the facilities as a whole and you want to change unis? If you don't like the facilities you could always talk to your campus student union about changing things, as changing courses and unis for that reason is a whole lot of money and time wasted.
If it is the third and fourth option read on. But if it because you don't like your lecturer then you shouldn't change the course but make a complaint. Everyone is going have to do things that they don't like in their lifetime.
Check the conditions of your student visa
If they say no change allowed then you cannot. But if you are allowed then go for it, but you to wait six months into your principal program. If you can't wait then you'll a release letter from the uni. Make sure that you enroll in an approved course and at an approved provider (ie: not a private college which does not have the CRICOS code)

Speak to your course coordinator about the change and how it will impact on you and your career prospects.
Speak to your uni's International adviser. Remember there can be implications on your visa if you do change courses. If you do change after the census date then you might not be entitled to a refund depending on the uni's policies.
Talk to your parents. Remember they have the final say, and in most cases they pay the tuition fee. They will always support you. They know you and what you can do.
Find out a bit about the new course and uni that you want to get into
There are education fairs in Melbourne which happen in April/May (For July intake) and in July/August for the next years intake. Most of them are free or cheap for students to attend. This is a great chance to ask any questions about the uni.
A lot of the unis feature in the employment expos as well.
Speak to that uni's current students. Most of them are on Facebook and twitter and weigh up your options.
Then you need to apply to that particular uni by their cutoff date and await their offer. There are some extra requirements too which students need to check.
